If you cannot cover an Ontario household electricity or natural-gas bill, contact the company serving the account, ask what payment arrangement applies, and check OEB or local assistance only when its eligibility and service area match you. Assistance, arrangements, and seasonal protections solve different parts of the problem; none should be treated as guaranteed cash or debt forgiveness.

Check OESP or LEAP fit
OESP is an ongoing electricity-bill credit for qualified customers; LEAP is emergency energy assistance. Both require eligibility and processing, and neither establishes confirmed coverage for your deadline.
Verify protection and service scope
Customer-service or seasonal disconnection protections are not payment and do not erase arrears. Confirm the date, account type, distributor, and provider-specific scope.
Payment arrangement, assistance, and protection are not interchangeable
An arrangement changes how arrears may be paid. Assistance may cover part of an eligible bill after assessment. A customer-service protection can change when a utility may act. Keep those outcomes separate so temporary protection is not counted as money and a program maximum is not counted as an award.
Provider and municipality boundaries matter
Toronto Hydro information applies to Toronto Hydro customers; Hydro One and Enbridge publish their own account processes. Toronto’s Emergency Energy Fund is local. A useful plan must match the provider and municipality instead of copying one route across Ontario.
Use the deadline honestly
Unknown processing time remains unknown. If eligibility, documents, approval, provider action, or funding is unresolved, the Shortfall Plan keeps that coverage conditional or pending rather than promising a same-day solution.
